The Koi Koi Festival at Hyogo Prefectural Flower Center in Kasai City features about 200 koinobori flying above the extensive gardens each spring. Colorful koinobori against blooming tulips, roses, and other seasonal flowers create a festive atmosphere. The center cultivates about 4,500 plant varieties. Free admission for high school students and younger.
